Subordinate Legislation Committee considers delegated powers in the Joint Inspection of Children's Services Bill, 08/11/05 [S]

During their meeting on 8 November 2005 the Subordinate Legislation Committee discussed the delegated powers in the Joint Inspection of Children’s Services and Inspection of Social Work Services (Scotland) Bill at Stage 1.

The Committee discussed a provision that will allow ministers to specify a person or body to conduct an inspection that relates to children's services. Clarification from the Executive was requested in relation to this. 

Committee members also asked for clarification from the Executive with regards to the creation of offences for the purpose of enforcing regulations.

Other matters that the Committee would like clarification on relate to regulations defining which local authority functions are to constitute social work services functions.
