A consultation on regulations to set a legal limit of 25 for primary one class sizes will be published on Friday March 19, 2010.
The Cabinet Secretary for Education and Lifelong Learning, Michael Russell, said:
"We know that good progress has been made in many areas and local authorities are keen to see a new limit in place for class sizes in primary one to give them legal backing in their drive to reduce class sizes even further".
The consultation will be published on 19 March and run for 12 weeks.
