Victims and Witnesses (Scotland) Bill: Stage 3 National Confidential Forum, 05/12/13 [S]

This briefing provides a summary of the parliamentary scrutiny of the Victims and Witnesses (Scotland) Bill prior to the Stage 3 proceedings, due on 12 December 2013.

This briefing only relates to the Health and Sport Committee‟s scrutiny of the provisions in the Bill related to a
National Confidential Forum at stages 1 and 2. It accompanies the SPICe briefing "Victims and Witnesses (Scotland) Bill: Stage 3‟, which considers the scrutiny of the Bill by the Justice Committee, which is the designated Lead Committee.

The Bill seeks to make provision in two main policy areas improving and increasing rights and
support for victims and witnesses (primarily in relation to criminal cases); and the establishment
of a National Confidential Forum (NCF) to provide a forum for adults who were in institutional
care as children, including those who were abused, or who witnessed such abuse, whilst in
such care.
