During their meeting on 7 February 2007 the Scottish Parliament Education Committee discussed the Protection of Vulnerable Groups (Scotland) Bill. During the evidence session concern was raised that some important issues were being left to secondary legislation. There was some suggestion that consideration at stage 2 be delayed until next session of Parliament. Other issues discussed included implementation, fees and retrospection.

Scottish Executive discussion paper on the Secondary Legislation for the Protection of Vulnerable Groups (Scotland) Bill. The Committee makes various recommendations for Parts 1 and 2 of the Bill but says that it will ultimately improve the current vetting and barring regime. However, it states that consultation on Part 3 of the Bill has been insufficient and calls on the Scottish Executive to delete Part 3 of the Bill at Stage 2.
